Criteria for Furniture


Furniture (new, not previously owned) includes but is not limited to institutional furniture, which includes individual (e.g. task chair) and group seating; open-plan and private-office workstations; desks of all types, tables of all types; storage units, credenzas, bookshelves, filing cabinets and other case goods; integrated visual display products (e.g. markerboards and tackboards, excluding electronic display products); hospitality furniture; and miscellaneous items such as mobile carts, freestanding screens, and movable partitions. Movable partitions include office furniture system cubicle panels that are typically integrated with work surfaces, desks, and storage furniture. “Institutional Furniture” does not include office accessories, such as desk top blotters, trays, tape dispensers, waste baskets, all electrical items such as lighting and small appliances, and accessories such as aftermarket keyboard trays, monitor stands and monitor arms.

Antimicrobial chemicals: Chemicals intended to disinfect, sanitize, reduce, or mitigate growth or development of microbiological organisms, or protect inanimate objects, industrial processes or systems, surfaces, water, or other chemical substances from contamination, fouling, or deterioration caused by bacteria, viruses, fungi, protozoa, algae, or slime.

Flame retardant chemicals: Any chemical or chemical compound for which a functional use is to resist or inhibit the spread of fire. Flame retardant chemicals include, but are not limited to, halogenated, phosphorous-based, nitrogen-based, and nanoscale flame retardants, flame retardant chemicals listed as “designated chemicals” pursuant to Section 105440 of the Health and Safety Code, and any chemical or chemical compound for which “flame retardant” appears on the substance Safety Data Sheet (SDS) pursuant to Section 1910.1200(g) of Title 29 of the Code of Federal Regulations.  “Added flame retardant chemicals” means flame retardant chemicals that are present in any covered product or component thereof at levels above 1,000 ppm.

Per- and Poly-Fluoroalkyl Substances (PFASs) (often referred to as PFCs) are a category of compounds that includes long- and short-chain per- and poly-fluorinated alkyl compounds, fluorinated sulfonate compounds, and fluorinated polymers. PFASs include any compound that meets any one of the following definitions:

  • Perfluoroalkyl substances: Compounds for which all hydrogen atoms on all carbon atoms (except for carbons associated with functional groups) have been replaced by fluorine atoms.
  • Polyfluoroalkyl substances: Compounds for which hydrogen atoms on at least one, but not all, carbon atoms have been replaced by fluorine atoms.
  • Fluoropolymers: Carbon-only polymer backbone with fluorine atoms directly bound to the polymer backbone.
  • Perfluoropolyethers: Carbon and oxygen polymer backbone with fluorine atoms directly bound to carbon atoms.
  • Side-chain fluorinated polymers: Variable composition non-fluorinated polymer backbone with fluorinated side chains.

Volatile Organic Compounds (VOCs): VOCs are defined by the California Standard Method for Testing and Evaluation of Volatile Organic Chemical Emissions from Indoor Sources Using Environmental Chambers as carbon-containing compounds (excluding carbon monoxide, carbon dioxide, carbonic acid, metallic carbides and carbonates and ammonium carbonate) with vapor pressures at standard conditions approximately ranging between those for n-pentane through n-heptadecane.  Formaldehyde and acetaldehyde are considered to be VOCs.


Volatile organic compound (VOC) emissions:

All furniture shall meet one of the following requirements:

  1. ANSI/BIFMA (Level) e3-2014 Furniture Sustainability Standard, Sections 7.6.1, 7.6.2 and 7.6.3 using either the volatile organic compound (VOC) concentration modeling approach or the VOC emissions factor approach. Test results shall be modeled using the open plan, private office, or seating scenario in ANSI/BIFMA M7.1, as appropriate.
  2. California Department of Public Health “Standard method for the testing and evaluation of the VOC emissions from indoor sources using environmental chambers” Version 1.2 (2017) or most current, also known as California Section 01350
  3. UL Environment GreenGuard Gold, or Scientific Certification Systems (SCS). 
  4. Indoor Advantage Gold third party certifications for VOC emissions.  If furniture meets SCS Indoor Advantage Gold, the SCS product certificate must state compliance with ANSI/BIFMA 7.6.1, 7.6.2 and 7.6.3.
  5. Other third-party certifications that meet the requirements of ASHRAE 189.2

Salvaged and refurbished furniture more than one year old at the time of use is considered compliant, provided any new site-applied paints, coatings, adhesives, or sealants meet State of California Air Resources Board VOC limits.      


Provide a third-party VOC certification documentation for all Institutional Furniture. It must state:

  1. Brand name of certified product(s)
  2. Any exclusions to the certifications (e.g. specific product configurations/options that are not certified)
  3. Certified product conforms to the required specification
  4. The exposure scenario used to determine compliance
  5. Certification start date and expiration date
  6. Name and address of the certification organization

Flame retardant chemicals: All upholstered furniture complying with TB 117-2013 shall be labeled consistent with the manner described in Section 19094 of the California Business and Professions Code and all products must be labeled as not containing flame retardant chemicals.  If upholstered furniture needs to meet Technical Bulletin 133 (TB 133), then furniture shall be free of added halogenated flame retardant chemicals at levels above 1,000 ppm by weight of all homogeneous materials, excluding electrical components.  Any flame retardant used shall meet GreenScreen Benchmark 2 or higher.

Polyvinyl chloride (PVC): Furniture shall contain less than 1% (one percent) of polyvinyl chloride (PVC) by weight, excluding electrical components.  Preference may be given to manufacturers that offer electrical components that are free of PVC.

Certified wood: All wood-based components including composite wood products in the furniture product shall be Forest Stewardship Council (FSC) certified, including plywood and engineered wood/medium-density fiberboard (MDF).    

Antimicrobial chemicals: All furniture products shall be free of chemical antimicrobials applied to or integrated into the materials, including textiles.  Antimicrobial chemicals added to raw materials for the sole purpose of preserving the product are exempt with the exception of triclosan and triclocarban, which are explicitly prohibited. 

Fluorinated chemicals: All furniture products shall be free of intentionally added per- and poly-fluorinated alkyl substances or other fluorinated chemicals, such as those used as stain or water repellant treatments, at or above 100 ppm by weight of the homogenous material.

Hexavalent and trivalent chromium: All components of a furniture assembly with plated finishes must be consistent  with the Restriction of the Use of Certain Hazardous Substances of the European Union Directive (EU  RoHS) and must contain less than 100 ppm of hexavalent and trivalent chromium.

Heavy Metals: All components of a furniture assembly, including textiles, finishes and dyes, must contain less than 100 ppm of heavy metals including mercury, cadmium, lead and antimony.

Textiles: Textiles must be certified to at least one of the following standards:

  1. GOTS
  2. Oeko-Tex 100
  3. STeP
  4. Cradle to Cradle

Energy Efficient Lighting: All integrated and stand-alone lighting shall be compliant with the most current Energy Star standard.

The Virutal Warehouseis a great resource for both buyers and sellers. It is our policy to encourage SFRPD staff to utilize it before disposing of items and before purchasing new items.

Good for reusing items and saving money

We have used the Virtual Warehouse both to obtain things the department needed as well as to dispose of electronics and furniture that were no longer needed. We have been pleased with many filing cabinets and tables from virtual warehouse, and have been happy to have other department's pick up items they could reuse.

Various free products in Virtual Warehouse for City Depts.

Planning uses the free products in Virtual Warehouse all the time, we also send PCs, Monitors, Mice, Printers, toners, and Credenser to the virtual Warehouse.
For big item is hard because you need to wait and there should be better way to get ride of chairs and furnitures
