San Francisco requires SF City staff to buy 100% postconsumer waste (PCW) office papers to support the recycling industry.  These products sometimes cost  slightly more than the more common 30% PCW papers.  However, by specifying a lower "brightness" index (85 bright instead of 92 bright), the City saved 15%.
